the History and
Values of Upper Cumberland CERT
Upper Cumberland CERT history is rooted in its mission to train community members in disaster response skills. Our values of preparation, support, learning, and making a difference drive everything we do.
Upper Cumberland CERT is a community emergency response program based in Putnam County, Tennessee. It is listed by the State of Tennessee as an active CERT program. The program developed around the Upper Cumberland Neighborhood Radio Club (WN4RC) and its goal of supporting Upper Cumberland communities during disasters and community emergencies.
In 2024, WN4RC challenged its members to complete CERT certification to expand their ability to assist the community during emergencies. Members completed online training and an in-person skills session. The program subsequently developed into Upper Cumberland CERT, with the State of Tennessee listing it as a Putnam County CERT program. Tennessee Government has continued supporting the program; a regional Upper Cumberland CERT training event was listed by the state in November 2025.
Upper Cumberland CERT played a key role in the preparation and deployment of three emergency response trailers designed to support communities across Western, Middle, and Eastern Tennessee. This initiative strengthened the state’s emergency preparedness and response capabilities by ensuring critical equipment and resources are readily available when disasters and emergencies occur.
Through this effort, Upper Cumberland CERT demonstrated its commitment to strengthening community resilience, supporting emergency responders, and helping Tennessee communities prepare for, respond to, and recover from disasters.

Emergency Communication
Communication is essential during a disaster or emergency to share updates and let loved ones know you are safe. Cell towers may stop working, so it is important to have an alternative communication method, such as a battery-powered radio or two-way radio. Planning ahead helps ensure you can stay informed and connected when it matters most. Stay connected during emergencies with a reliable communication system. Find out by clicking below.

I saw the need to train people to care for themselves and others until first responders arrive, which is especially important in the Upper Cumberland area because of its many remote locations.
